SYM HD 200 evo 2012

I just got this used, only 1100 miles on it. Runs great but temp gauge does not go up past first line? Is that normal?
Anything suggestions to do? Got new oil & gear oil.

Yes that is normal. 
Usually if you let it sit and idle it'll eventually go up and then once it's done that it'll stay up a bit
It'll also go up on hot days, during heavy climbing etc., but usually sit near the bottom like that.
If ya do idle it up do listen for a fan, it'll kick in when it's showing hotter than you'd like on it, but it should kick in.
I do suggest that you do a flush and fill those just in case the OEM coolant is still in there.
Coolant should be changed out every few years anyway, & the OEM SYM stuff was kinda nasty.

Wow thatís a barn find with that low of miles! Where do you live? Picked up my 2014 with over 15k miles on it. Lol
