Fuse in the Starter solenoid

Thanks for accepting me on the Forum
I do most of my own repairs om my bikes.
The Battery sign started appearing after I started the Scooter. Started fine
This started after my grandchild pushed the Starter button while engine was running. Looked and found the 30 amp Fuse on the solenoid fused.
Replaced it but it immediately fused again as soon as I connected the Battery.
Can it be the Solenoid or is it another problem?
Tested the solenoid with 12V battery and it is making a good Clicking sound.
I can go and buy a new Solenoid but just want to know if the problem is some where else.

Local chap thinks it is the Regulator Rectifier.
I did remove it will do the testing this weekend.
