Wherever the kill switch is, it's red and obvious. Move the switch and try to start the scoot. If needed  corrosion on the switch.toggling the switch back and forth can clear up some

I might have missed this: which tires are you using? The HD200's of old came stock with Duro tires ( Duro must mean Hard as a Rock in some language). When I finally replaced my Duros, they last forever too, my HD200 was a new scoot. Turned on a dime, planted in corners, Michelin City Grips.

Fit and work correctly are different things. Most LED headlights throw light everywhere. It may put more light further out than a stock bulb, but it puts that same light in the eyes of oncoming drivers and out into the night sky. I wouldn't use one myself, unless it were designed to put light just where needed.

The HD200 I owned had a vibration in the bars, but only decelerating down through 40mph. After that it was solid.

It could be wheel/tire balance.

Attach it with good chains when at home. Some have gone as far as sinking a secure mount over the step-through in concrete.
