Lower shocks? Maybe.... But the suspension fork must be lower to. 
And i think the chassis clearance is not enough. Right side, the exhaust, left side the rack....
Maybe you can to reduce the cushion (?).
Tell me if you are finish, and what you do.

The 200 Duke is a nice little bike for people who is the 125 to small and the big bikes to much.... to expensive.

More and more scooters are being offered and sold with the same sizes as the Citycom. You would think that it would make sense for a German motorcycle tire company to meet the legal needs of German riders. It's a captive market.

I have play, slackness at the engine mount. (look at the pic) The second time!
