Pretty sure that's just a screen that you clean. 
It should be pretty much the same as the Fiddle, which you can get a manual for here.

I'd need to get a gander at it to be sure but it's most likely the same one that all the gy6 scoots use.

I have the PCH 150 and my wife has the Havana Classic 125 (same engine as the Cabo 125), and I've changed the oil numerous times and can tell you for sure it only has a screen, no filter. It sure makes oil changes easy, and cheaper without having to get a new filter. One of the reasons I love these smaller scooter engines. That said, without a filter, keep the oil fresh and change it often, like every 500 or 600 miles. Enjoy that Cabo!
